Jesse RayRAY

JESSE LEE RAY

Mr. Ray was born in Pittsburgh, Pennsylvania and served honorably in the United States Marine Corps Reserves.  Following his service, he received his Associate of Arts degree from Montgomery County Community College graduating with honors.  He then earned a Bachelor of Arts degree in Criminal Justice from the University of Maryland, College Park (Magna Cum Laude).  While completing his undergraduate education, Mr. Ray worked several years as a case manager supervising criminal offenders sentenced to house arrest.  He was also an instructor for SAT and LSAT preparation courses for the Princeton Review.  

Mr. Ray attended Georgetown University Law Center in Washington, D.C.  He worked as a summer associate for Carlton Fields in Tampa, Florida and co-authored the legal article Spoliation of Evidence: An Overview and Practical Suggestions The Construction Lawyer, Vol. 24, Num. 1, p. 31 (Winter 2004).  Mr. Ray received his Juris Doctorate upon graduating from Georgetown University Law Center in 2004. 

Mr. Ray began his legal career as an associate at James, Hoyer, Newcomer & Smiljanich.  There, Mr. Ray obtained significant experience litigating class action consumer protection cases in both state and federal jurisdictions.  After leaving James Hoyer, Mr. Ray worked briefly with a few personal injury law firms where he gained experience litigating personal injury cases of various sizes in both federal and state jurisdictions. 

Mr. Ray has extensive experience in litigating lawsuits involving deceptive and unfair business practices, fraud, class action lawsuits, and lawsuits against financial institutions.  He is also adept in civil rights and discrimination claims, especially those involving the rights of disabled veterans. 

Mr. Ray is admitted to practice in the state of Florida, the United States District Court for the Middle District of Florida, and the United States Court of Appeals for the Eleventh Circuit.  Mr. Ray is a member of the Florida Bar Association and the Hillsborough County Bar.

RACHEL WAGONER

Rachel Wagoner is committed to defending consumers against predatory corporate business practices by enforcing the consumer protection laws. She has expertise in many areas of consumer law, including unfair debt collection practices, credit reporting, repossessions, auto dealer fraud, lemon law, class actions, and Florida’s Unfair and Deceptive Trade Practices Act. She strives to consistently produce quality work-product, to maintain close and respectful communication with clients, and to meet the highest ethical standards in and out of court. Her engaging, professional style, and her outstanding listening skills enable her to better understand the perspectives of clients.

Rachel is admitted to practice in the state of Florida and the United State District Court for the Middle District of Florida.  She is an active member of the Clearwater Bar Association.

Prior to opening Ray Wagoner, P.A. with per partner Jesse Ray, she opened her own practice in 2005 and has handled a wide variety of matters from family law issues, real estate disputes, business litigation, business planning, probate and estate planning.  Rachel Wagoner has also acted as of-counsel to the Uzdavines Law Group, P.A., wherein she has represented various condominium associations, management groups and other corporations.  In this capacity, she has handled a variety of tasks including defending against foreclosures, evictions, injunctions, association disputes, general commercial litigation and drafting protocols for the management companies.

Prior to opening her own practice, Rachel Wagoner was an associate at James, Hoyer, Newcomer & Smiljanich, a firm specializing in complex litigation and class actions. She began her career as an attorney at Gassman, Bates & Associates, P.A., where she was an associate working in the areas of Estate Planning, Corporate Planning, Tax Law, Health Law, and Employment Law.  

During law school Rachel Wagoner worked with Indiana Attorney General in the Medical Licensing Section where she protected the rights and safety of consumers against deceptive marketing tactics, unsafe practices and unauthorized practice of medicine.   Rachel received her Bachelor of Arts with a major in mathematics from Indiana University in Bloomington, Indiana and earned her Juris Doctor with a concentration in Healthcare Law from Indiana University School of Law Indianapolis.
